Federalism et Local Government en Inde

This book is about multi-level governance. That implies that federalism is not just two tier system but a three tier system. Therefore le book contends that le studies sur federalism should include le third tier de local government et local government et decentralisation studies should conduct their studies within le ambit de federal government institutions et relations et processes. Besides this le book is also written avec le conviction that within Indien polity et its contemporary political economy le State governments can do enormously more to further le cause de local government than le distant Union government can. Three reasons attest to this: a) Le constitution privileges le State governments to carry out decentralization further to le local people b) In le present scenario de liberalized market economy it is le States which are locus de economic growth et development c) many observers de Indien polity too confirm that there is a shift towards le States et regions en determining even national electoral fortunes. While le above reasons strengthen federalism these three reasons are also sufficient to reconsider le relationship between federalism et local government en today’s Inde. Does le constitutional sanction, more economic freedom et more recognition de states role within le Union-do these lead to making le lives de ordinary people better at le ground level? Does federalism mean more powers functions et resources to local governments too? These are some de le questions this book attempts to address.
